Timothy Wieneke's professional experience spans hands-on construction, property damage estimating and appraisal, property and casualty insurance claims, building consulting, formal appraisal-panel and umpire service, and legal training, disciplines that overlap and reinforce one another rather than following a strict linear path.

Work has included field adjustment, large loss handling, scope and estimate review, causation analysis, and reconstruction of historical scopes and costs as of past dates of loss. Claims experience exceeds $20 million. Appraisal panel service has included matters with initial demands above $25 million.

Prior engagements have included a substantial volume of insurer and defense work. That history reflects how the practice developed rather than a position on the merits of any given claim. The same methods are applied in all engagements: independent review of the record, inspection where warranted, and reasoned written analysis.

Professional Background

Timothy Wieneke's construction knowledge began with hands-on field experience. He started working in construction in the early 1990s as a construction worker, and estimates he has physically worked on approximately 60–100 construction projects over the course of his career, experience that predates and underlies his later work in estimating, insurance claims, building consulting, and formal appraisal.

He has been estimating property damage since 2001, and over his career has performed approximately 8,000–10,000 insurance damage appraisals and property damage estimates. In this industry, the evaluation, scoping, and valuation of property damage is commonly referred to as damage appraisal; formal service on an insurance appraisal panel is a dispute-resolution application of that same underlying appraisal expertise, not a separate discipline.

He is a former member of the American Society of Professional Estimators and a founding member of its Chicago chapter. He was also formerly associated with the Chicago-area chapter of the National Association of the Remodeling Industry, where he served on its marketing board. Neither affiliation is current.

Practice

Building Consulting. Forensic investigations and building consulting for property and casualty claims and surety matters on residential and commercial properties.

Estimating. Property damage estimates and scope evaluations. Xactimate, Symbility, Hometech, RS Means, and Walker's Building Estimator Reference.

Insurance Appraisal and Appraisal Umpire. Service as neutral appraisal umpire on court appointment or by selection of the appraisers, and as party-appointed insurance appraiser.

Expert Witness. Property claims opinions in litigation, including deposition and trial testimony. Subject areas include extent of damages, causation, scope and estimate review, constructive total loss, business interruption, and claims handling standards. Expert and umpire roles are not undertaken in the same matter.
