Insurance Appraiser vs. Appraisal Umpire

An insurance appraiser is selected by one party (the insurer or the policyholder) to evaluate the amount of a disputed loss. An appraisal umpire is a neutral third party, selected by the two appraisers or appointed by a court, who resolves disagreements between the appraisers' findings. Appraisal generally addresses the amount of loss, not coverage.

Timothy Wieneke's damage appraisal experience is not limited to formal appraisal-panel work: he has been estimating and valuing property damage since 2001, performing approximately 8,000–10,000 insurance damage appraisals and property damage estimates over his career. Formal insurance appraisal-panel service and umpire appointments draw on that same underlying appraisal expertise, and he is available for appraiser and umpire engagements nationwide.

Neutrality and Independence

Engagements are accepted only where no disqualifying relationship exists with either party or counsel. Compensation is by flat or hourly fee. Contingent arrangements are not accepted. Communications with appraisers are conducted on notice to both sides. Awards are documented such that the basis for each determination is apparent on the face of the record.

Prior engagements do not influence the analysis or determination in any matter.

Qualifications

Timothy Wieneke. Juris Doctorate, Stetson University College of Law. More than 20 years in property and casualty claims and forensic estimating, plus over 10 additional years in construction dating to the early 1990s. Claims experience in excess of $20 million. Appraisal panel service in matters with initial demands above $25 million. Faculty presenter, Windstorm Insurance Network (WIND), including the 2025 program on court appointment of umpires and alternatives.
